Agency Challenge

Warren County Sheriff's Office serves more than 200,000 people annually due to more than 150,000 tourists. The sheriff's office needs a robust and reliable system to efficiently handle the people and the 30,000 calls for service.

New World Solution

A New World Systems' Aegis® customer since 1989, Warren County Sheriff's Office migrated to Aegis/MSP CAD, CAD Mapping, E911, NCIC, Records Management, Case Management, Property Room, Gun Permits, and Data Analysis and Mapping in 2004. The consensus of the users is that they are happy to be on a modern and familiar Windows® system as opposed to running Aegis on the iSeries® platform as they did for 15 years.

Community Benefits

  • Decrease response times with efficient dispatching capabilities
  • Provide more information and faster response to the communities' needs
  • Provide officers with information on warrants, stolen items, gun permits, subject's history and more through access to NCIC information
  • Easily search for a person, license plate, etc., from any information in the system, including reports

Introduction

In 2004, when the Warren County Sheriff's Office decided to move to a Microsoft® Windows environment, the agency immediately thought of New World.

"We had been New World customers on the IBM® iSeries platform since 1989,” said Sheriff Larry Cleveland. “Our 15 year partnership had grown strong. New World has the experience, and we were aware of the software capabilities and the support. Moving to New World's Aegis/MSP solution was a simple decision.”

The county has been live on Aegis/MSP CAD and Records Management since October 2004, and the users find the familiar Windows environment to be an easy adjustment. Moving into a new, state-of-the-art facility is what prompted the change in software. Either the sheriff's office needed a new IBM server or they were going to change platforms. It was unanimous the agency wanted a consistent platform used throughout, which would make training easier and the system would be more user friendly.

Overcoming Challenges

One of the agency's biggest challenges is efficiently handling the large population of tourists and visitors. Warren County is home to some of the largest events in the U.S., including the Adirondack Hot Air Balloon Festival, the E.S.T.R.A. Tow Truck Association, the Adirondack Nationals Car Show, the Americade Motorcycle Rally, the National Elvis Festival, the New York State Fire Chief's Convention and the NY Sheriff's Association, to name a few. Warren County provides emergency dispatch and law enforcement services for the entire 32 mile length of Lake George.

The Warren County Sheriff's Office is the central communication center and 911 answering point for eleven towns and one village, the state police, two small police departments and the Lake George Park Commission boat patrols. The new system has greatly enhanced dispatching operations and decreased response times.

When the highly publicized 40-foot Ethan Allen cruise boat capsized and sank on October 2, 2005, the sheriff said New World's CAD played a major role in the event. There were 47 residents from Michigan on board the vessel, and only 27 survived.

“It was the worst tragedy I've seen in my career. Twenty people drowned within minutes of the capsizing” said Sheriff Cleveland. “New World's CAD was critical in organizing the response to the incident.”

“One of the features of the CAD software is that it provides a questionnaire to make sure incidents are handled properly,” said Sheriff Cleveland. “Based on the answers, it provides the dispatcher with critical information, such as indicating the response agencies and equipment that need to respond to the scene quickly. The system did just that.”

“Our New World customer representative is top shelf,” said Sheriff Cleveland. “I know if I have an issue, he will make sure it's resolved as quickly as possible. We've developed an excellent relationship over the years.”
