On February 17, 2009, the President signed into law the American Recovery and Reinvestment Act of 2009 (the “Recovery Act”), and with it brought funding for grants to assist state, local and tribal law enforcement. While this act provides financially-strapped local and state government agencies with the money for job creation, infrastructure investments, fiscal stabilization and more, $2 billion in funds has been allocated to control crime and improve the criminal justice system through the Edward Byrne Memorial Justice Assistance Grant (JAG) Program.

 

There are two ways Agencies can benefit from the JAG program funding: the first, is through funds allocated directly from the Bureau of Justice Assistance to local city and county government; the second, is through their State Administrative Agency.

 

Agencies must act quickly to take advantage of the funds available to local cities and counties through the JAG program.

 

The funds from the JAG program have been allocated by the Bureau of Justice Statistics based on population and Uniform Crime data. Agencies can begin to use this money for technical assistance, training, personnel, equipment, supplies, information systems, and to purchase public safety software and technology from vendors, including New World Systems.

In order to take advantage of the funds available through the JAG program, agencies must act quickly!


Important Deadlines & Instructions:

  • Applicants must be listed in the Recovery Act JAG Allocation list
  • Begin the process immediately! Applicants must be registered with the Office of Justice Program’s Grants Management Systems prior to application submission
  • All applications must be submitted through the Office of Justice Program’s Grants Management Systems (GMS)
    • All Applications are due by 8:00 p.m. Eastern Time on May 18, 2009
  • Applicants must have a “DUNS number”
  • Applicants must register with the Central Contractor Registration (CCR) database prior to applying

 

Be prepared for the high expectations of accountability and transparency under the Recovery Act. Though you can use these funds for a multitude of purposes, it is critical that the funds under this Act be accounted for and reported clearly, separately and on time. If your agency is seeking these funds, you must be ready to complete all of the required paperwork, including the quarterly financial and programmatic reporting, for the duration of the grant.

Agencies should pay close attention to their State Administrative Agency to stay on top of additional state funding that will be available soon.

States will soon begin announcing additional JAG program funding available to local city and county public safety agencies. To obtain these funds, agencies will need to apply with their State Administrative Agency. Even public safety agencies who obtained JAG program funds from the BJA are eligible for this additional money. These funds can also be used to obtain technical assistance, training, personnel, equipment, supplies, information systems, and New World Systems’ public safety software. Each state has until April 9, 2009 to apply for these funds. Once the money has been allocated states can begin to distribute to local municipalities.

 

But, agencies should not wait! By forming relationships with State Administrators and monitoring their State Administrative Agencies now, public safety agencies can make sure they stay on top of these additional funds.
